One Overpass query per region, so a club's region is known by construction and never inferred.
Anything that is ground rather than an organisation — a pitch, a court, a municipal pool — is dropped.
Records sharing a name within 250 m are merged as one venue, keeping the richer copy — 103 here.
Each club is matched to the nearest named town inside its own region, capped by settlement size, or left unassigned.
Nothing is ranked, weighted or promoted. No club can pay to move.
